The memorial was determined to show FDR as an able president who also was confined to a wheelchair. The whole memorial is completely wheelchair accessible. It wasn't until I went there that I noticed how many steps DC has. There are two statues of him, one with his dog Fala, and this one. He designed this chair himself. You will notice that this wheelchair can only be used by someone who always has someone to push them around, there are no means for auto-propulsion.
